Fahrenheit 9/11: Persuasion or Propaganda?

I think that Moore's critique of the Bush administrations lack of effort to prevent the attack on 9/11 showed the downfall of the president to fulfill the role of national security. At times Moore was belligerent going as far that Bush spent most of his time away from the white house and at his ranch in Texas. Moore did seem to be coming from a passionate background on the event of 9/11 and I think that I would classify his work as a persuasion. When most people were rallying around the flag Moore showed just how incompetent the Bush administration was to prevent the attack and then during the committee meetings how little blame was given to anyone or any system in place.
